Wangchuk: CJP must stay neutral pressure group, not party

New Delhi: A day before Ladakh's leaders sit down with the Home Ministry, Sonam Wangchuk has drawn a clear line for the youth movement that carried his fast to Jantar Mantar — the Cockroach Janta Party should stay a neutral pressure group, not become a political party.

"Currently, I wouldn't categorise it as a political party, but rather as a political force. It functions like a pressure group, aiming to keep all parties accountable without aligning with any specific side," Wangchuk told The New Indian Express in an interview published September 8. "The platform they have created so far is commendably neutral and politically pure, which I believe is a good strategy."

Asked whether he would take a formal leadership role if offered one, the 59-year-old engineer-activist declined. "I would prefer to keep the youth movement focused on its mission without my direct involvement in leadership," he said. "The young leaders are doing well and there is no need for me to occupy a formal position."

Article 371 instead of Sixth Schedule

On Ladakh itself, Wangchuk confirmed a shift his camp has been signalling for weeks: the original demand for Sixth Schedule safeguards has given way to a bargain around a tailor-made provision under Article 371, paired with an elected assembly.

"The latest understanding we have reached is a special provision for Ladakh under Article 371, under which democracy would be restored through a unique, tailor-made, sui generis model," he said. "There would be an assembly of elected representatives under which the entire bureaucracy would function."

He dismissed the argument that Ladakh's border location rules out autonomy. "If we consider Arunachal Pradesh, it was granted statehood on similar grounds," he said, calling the security objection "laughable."

The red line for September 9, he said, is sequencing: "democracy must be restored in the Union Territory" before decisions on districts, land, or policy. "If democracy is not restored, any significant decisions regarding district management, land policies or other major policies made without a democratic framework will be problematic."

September 9 decides what September looks like

The timing is deliberate. The MHA sub-committee meets Ladakh representatives in Delhi on September 9; the deferred Kargil-Leh foot march was due to start September 10. Wangchuk has warned of a "very large-scale agitation" if the talks produce nothing concrete, and wants Delhi to table a detailed draft on the proposed assembly's powers.
